POPULATION WELFARE DEPARTMENT
15.1
Formulation of Population Policy Khyber Pakhtunkhwa
§ Recommendations for Population Policy consolidated and incorporated in the draft policy prepared by the Population Welfare Department, KP.
§ Draft Policy refined by the consultant hired by UNFPA.
§ The policy circulated to various related Secretaries, government of Khyber Pakhtunkhwa, for comments.
§ Meeting held amongst senior officers of Department, UNFPA and Consultant of Pathfinder, about comments received from Secretaries and UNFPA, for incorporation of necessary points in the policy
§ 80% of work has been completed. The draft after refinement will be presented for discussion and approval of the parliament of Khyber Pakhtunkhwa
Improvement of Service Delivery

Family Welfare Centers (FWC)
Improved Qualification Criteria, with relaxation for special hard areas for induction in Basic Training course of Family Welfare Workers (FWW).
§ Improved Qualification Criteria finalized and submitted for the approval of Secretary PWD.
§ Improved qualification criteria for Basic FWW Training notified.
§ 100% Reform Implemented.

Reproductive Health Services Centers Type 'A' (RHSC ‘A’)
RH Specific advance training for WMOs and other technical staff for job enrichment.
§ Specialized training Program for WMOs and other staff included in Annual Work Plan of UNFPA 2014.
§ Letter of understanding (LoU) signed with UNFPA
§ Funds transferred from UNFPA to the Department’s Account,
§ Course and Trainers selected.
§ Course completed in September, 2014.
Mobile Service Units (MSU)

i) Conversion of current WMO post on fixed pay of MSU to BS-17 as a regular Employee
§ Matter discussed with the Finance Department.
§ The fixed pay of WMOs of MSU increased from Rs.25000 to Rs.50000 per month.
§ Appointment Letters issued.
§ 100% Reform Implemented as decided with the Finance Department.
ii) Creation of Additional post of FW Counselor BS-11 to assist the WMO on analogy of other provinces
§ Summary drafted. Case taken up with Finance Department.
§ 50% Achievement.
§ SNEs will be submitted for approval of Finance Department by 20thMarch, 2015

Social Mobilizers
Revision of Qualification criteria of Social Mobilizers to include Imams/ Khateebs, to get community support for FP/RH services.
§ Hiring of Imam/ Khateebs as Social Mobilizers has been included as pilot project in Annual Work Plan 2014 of UNFPA which has been forwarded for approval.
§ Initiative of Pilot Project of Imam/ Khateebs will be included in AWP, UNFPA, 2015
§ 50% of the reform implemented
§ Initiative of involvement of Imam/ Khateebs has been included in AWP, UNFPA, 2015 through Pathfinder International.
Increased Public Utilization of Family Planning (FP) and Reproductive Health Services through Quality improvement

i) To maintain minimum Family Planning standards a 'Manual of National Standards of Family Planning will be provided ' to all stake holders
§ Need Assessment completed.
§ Printing of Manual has been included in Annual Work Plan 2014 of UNFPA which has been forwarded for approval.
§ Letter of understanding (LoU) signed with UNFPA.
§ Printed Material Received from UNFPA.
§ Distribution Plan issued.
§ Manual for Family of National Standards for Family Planning being distributed.
§ 100% Reform implemented
ii) To improve Knowledge and skills, Mandatory Refresher training shall be provided to each service provider of the department at least every three years
§ Refresher Training Plan for year 2014-15 has been approved by the Secretary (PWD).
§ Funds for the training cost included in current year’s budget.
§ Budget for Refresher training of 50 FWWs have been kept in AWP UNFPA 2015.
§ 80% of Reform Implemented as an ongoing activity.
Strengthening of Training Institutes

i) Strengthening of RTI Peshawar by Establishment of Research Cell to deal with the task of Research.
§ Proposal of Research Cell formulated.
§ Matter taken up with Finance Department for creation of posts.
§ The Proposal included in Integrated Development Strategy
ii) Accreditation of FWW diploma by the Medical Faculty KP.
§ Meeting held with the Secretary Medical Faculty on 15th April, 2014.
§ The terms and condition were found unsuitable for accreditation of Family Welfare Workers Diploma.
§ Case taken up with Pakistan Nursing Council
§ Inspection fee submitted approved by Finance Department, KP
§ 50% achievement Accreditation process being perused with the Pakistan Nursing Council.
§ Inspection of Regional Training institute by Pakistan Nursing Council is expected by end of February 2015.

Reorganization of The
Directorate General
Establishment of separate Communication, Training and research Wing in the Directorate General.
§ Draft Proposal for Communication, Training and Research wing has been developed.
§ 50% achieved
15.9
Revival of Divisional Directorate And Strengthening of Tehsil Level Tier
§ Proposal under re-consideration in light of new local government act, 2014.
§ % achievement nil.
§ Revival of Divisional Directorates will be initiated subject to implementation of Local Government Act, 2014.

Enhancing Access to FP/RH services
Family Planning information and practical trainings to be made part of training in all Public /Private sector Medics and Paramedics Teaching Institutions, health care outlets, hospitals, and Maternity homes (including post abortion and postnatal family planning).
§ Proposal submitted to the Secretary, Department of Health, Government of KP.
§ Matter Taken up in the Provincial Technical Coordination Committee with Department of Health on 20th June, who agreed to send instructions to all health outlets.
§ Reminder issued to Secretary Health for issuing Instructions to Department of Health.
§ A letter has been issued to the Secretary Health for issuing instruction to all health outlets for inclusion of Post natal and post abortion Family planning Services in all Gynae/Obs units and where delivery services are being provided.
§ 50 % achievement.

Improve Coordination with Line Department especially Departments of Health.
Constitution of Coordination Committee at village council level.
§ Coordination Committee composition formulated.

§ With the establishment of Local Bodies, coordination committees will be constituted at village council level as and when the elected bodies are in place.
